MAIN RESPONSABILITIES AND ACHIEVEMENTS
From 1988 to 2001 played a key role in all major initiatives that
have transformed Mexico into a major player in the international
arena
As a result of an ambitious trade negotiating agenda, today Mexico
enjoys preferential access to 32 countries that represent 62% of
world GDP.
The network of eleven free trade agreements and the liberalization
of the foreign investment regime have resulted in an expansion of
Mexican exports and strong capital inflows.
These initiatives have transformed Mexico into a strategic place
to do business in the global economy.
1998-2001, Ambassador of Mexico to the European Union and Chief
Negotiator for the Mexico-European Union Free Trade Agreement:
· Led the Mexican team in the negotiations of the first transatlantic
free trade agreement and the most comprehensive the EU has negotiated.
The agreement fully eliminates tariffs for industrial goods, opens
up agricultural trade and provides far-reaching provisions for the
liberalization of trade in services and investment flows.
· During the negotiating process, designed and implemented
the diplomatic strategy to insure the support of the fifteen Members
States of the European Union, the European Commission, and the European
Parliament.
· Once the agreement had been negotiated, led the lobbying
campaign to promote its prompt approval by the European institutions.
· Implemented the consultation process with the Mexican private
sector and the Mexican Senate to identify Mexico's sectorial strengths
and weaknesses in order to develop the negotiating strategy.
· The agreement makes Mexico a strategic place to do business
in a globalized world, as the only country with preferential access
to the North American, Latin American and European markets. A promotion
campaign was designed and implemented to let the European business
community know about the opportunities opened up by this agreement
and how to take advantage of them, including its interaction with
Mexico's other free trade agreements.
1994-1998, Deputy Minister for International Trade Negotiations:
· Developed Mexico's negotiating strategy and coordinated
the Mexican delegations at the multilateral and regional trade fora:
- World Trade Organization (WTO);
- Organization for Economic Cooperation and Development (OECD);
- Asian Pacific Economic Cooperation (APEC);
- Free Trade Areas of the Americas (FTAA).
· Overviewed the implementation and administration of the
NAFTA, the free trade agreements between Mexico and Chile; Mexico
and Costa Rica; and Mexico and Venezuela and Colombia (G3); and
Mexico and Bolivia.
· Led the negotiations of the free trade agreements between
Mexico and Nicaragua; Mexico and Honduras, Guatemala and El Salvador;
Mexico and Israel.
· Implemented the liberalization of Mexico's foreign investment
regime.
· Led the negotiations of Bilateral Investment Treaties with
Germany, France, Switzerland, Netherlands, Spain, Austria, Belgium,
Luxemburg, and Argentina.
1990-1993, Deputy Chief Negotiator for the "NAFTA":
· Coordinated the Mexican negotiating team, including more
than 150 officials from different federal agencies.
· Prepared the reports of the negotiating process for the
attention of the Mexican President and his economic cabinet.
· As one of the top level Mexican officials, was instrumental
in:
- Developing Mexico's negotiating strategy for the most ambitious
trade agreement at its time, and one of the most important economic
policy instruments that Mexico has adopted.

- Carrying out a broad consultation mechanism with the Mexican private
sector to devise the negotiating strategy.
- Designing and implementing the lobbying effort in the US Congress
and business community for the NAFTA approval process.
- Putting in place the NAFTA promotion campaign aimed at the North
American business community.
April-June 1990, Chief of Staff to the Undersecretary of Foreign
Trade:
· Headed the task force in charge of evaluating the NAFTA
initiative
· Elaborated the analysis that recommended the NAFTA negotiation
to the Mexican President and his economic cabinet.
· Once Mexico decided to launch the NAFTA, set up the Mexican
office in charge of the negotiations and recruited its members.
This team would negotiate FTA's with 32 Countries over the next
ten years.
